The modules having all their classes in an internal package have nothing to document, so they lost the Javadoc JAR that the Maven Central Repository requires for every deployed artifact. The workaround pre-creating that directory was targeting ${project.build.directory}/apidocs while the plugin looks it up in <outputDirectory>, which defaults to ${project.build.directory}/reports, so it had no effect. Pin <outputDirectory> to a location shared with the directory creation so that both cannot disagree anymore.
