The new baseline still exposes those constructors as public and revapi rightfully fails on xwiki-platform-legacy-oldcore (which runs the checks for xwiki-platform-oldcore). The ignores are needed until 18.7.0 is out. The four other removed ignore groups are correctly gone, their changes being part of 18.6.0.
