So I checked and it's indeed and expected behaviour in the code right now. Also the fact that the warning banner about missing approvers is displayed only for people without edit right is expected and is the result of CRAPP-191.
IMO there is room for improvment in terms of UIX here, so I will transform this to an improvment.
