And on a subwiki, since there's no JIRA.WebHome the JIRA space is not excluded by default.

So there are 2 things to fix:
1) Make JIRA.JIRAConfig hidden
2) Add a JIRA.WebHome content on subwiki so that the JIRA space is excluded by default.
