As long as a global default that could be set by admins, the current default behavior could be the current one. Indeed I found that there is a global configuration hidden in XWikiPreferences' object according to: https://extensions.xwiki.org/xwiki/bin/view/Extension/User%20Module/API/#HConfiguration
