Problem caused by XWIKI-16093

A UIXP should not be optional. If a skin requires it, then it needs to be there and not removable by an admin.

Pushed to master. Waiting for the go ahead from 17.10.7 RM to push it there or if not possible, waiting for the 17.10.7 release to finish and then push it for 17.10.8.
