I can reproduce issue also staring cleaned WAR install of XWiki 17.10.6. Here's full output of console

My environment

 
                              Windows 11Pro
XWiki 17.10.6
Tomcat 11.0.18
PostgreSQL 18.1.2
Microsoft JDK 25.0.2.10 
                              

Note, I don't have issue with starting XWiki as demo Jetty/HSQLDB instance.
