Well, theoretically speaking the maximums are actually up to you: what sort of resources you are prepaired to allocate. On my small system (not even a real server, around 2gb RAM and about 30gb disc space allocated) xwiki comfortably serves several hundred users; across 5 virtual xwiki instances (and it's still not even breaking a sweat).. Add in the fact that xwiki is fully scalable to multiple servers by virtue of it's supported platforms, and you've got _almost_ limitless scalability depending on your own choices. Can't speak about TWiki plugins though, sorry. That can be easily tested though if you apply it to a local server.
