RC2 - Image Resize quality

Hi, If an attached image size is reduced, there is a significant drop in quality. I understand that there is some loss anyways but i have seen other Wiki's do the size reduction much better (with ImageMagic i think). Is this a known issue? Using RC2 with Tomcat and MySQL on Windows 2003 Server with latest service pack.
