Why not simply restart the DW when you go to Admin and there is no admin application yet ? For those really wanting to import, the DW may provide a link to access back the import page.
The DW isn't the EM. It doesn't allow you to install an extension. It only allows you to install flavors.
Sure, but is it silly to only provide that initially ? You may well made a flavor that only install the EM UI.
