That's not really all the skins actually, that's mostly filesystem skins but for example http//extensions.xwiki.org/xwiki/bin/view/Extension/Leiothrix+Skin is also a skin but fully based on wiki pages.

You always inherit from a filesystem skin but you can override everything in the wiki pages. As I said http//extensions.xwiki.org/xwiki/bin/view/Extension/Leiothrix+Skin is a good example of skin based on wiki pages. -- Thomas Mortagne
