The problem is that the database is not stored back to the disk. This might happen if you put it on a readonly filesystem, or if you manually override the database between restarts. This is not a normal behavior, and it hasn't been reported by other users so far, so most likely it has something to do with your installation.
I am using Windows Vista OS. How do I find out what distribution I am using?
What was the name of the file you downloaded for installing XWiki?
