True, this layout won't fit in 1024.
* I personally don't like this solution since a) it means introducing a new navigation feature inside pages when we already have one. (JV says we already have 2 with horizontal tabs but then that would be 3, even worse) and b) it doesn't scale with left and right panels open and c) it's not consistent with edit mode for example and even with general navigation as it is now.
a) We even have 3 navigation features, view panels (navigation panels), edit panels (contextual panels) and horizontal tabs. b) I don't think so. c) I personaly don't like the fact that we are using panels for wiki-level navigation (view) and intra-document navigation (edit) but it's just my POV. Contextual panels are currently used for intra-document navigation (the only exception is the class switcher that some users find confusing), view panels for wiki navigation, I think it's important to differentiate the navigation between the admin sections.

This works well on a desktop because the move from "Show all" to the specific page and back is fast. We need full Ajax for this mode to work well IMO. This is better than the first option but not perfect.

By *far* the best solution IMO: * no cramped space * easy to navigate from preference to preference
We could imagine a dropdown to navigate from section to section in the proposal 2.

Talking about consistency I don't like the fact that the panel wizard is different from the others sections. We can imagine other sections that would need some interactions with the view mode as well.
* no need for another css/styling/new layout scheme
Like proposal 2 (current view mode) and 4 (current admin mode).
* can be easily modified across the board, i.e. if the user styles the panels, you get them styled for the admin too * Focus on the administration while in admin view, no distraction on the sides
One note: the Panels screenshot is wrong, it shouldn't have the vertical menu inside the page.
